Realization Of Dues

In accordance with the Corporation Act 1957, film makers receive in credit certain amounts of raw film and other relevant facilities from FDC. This kind of credited facilities is generally provided to the producers in the following ways:

In the Making Phase:

Against a certain amount of security deposit payable prior to the start of making a new movie, the producer(s) is provided by FDC with every necessary service (a certain amount of raw film, too, for producers belonging to P-Film category) in credit. The entire charge for these materials and services is not actually considered as an outstanding amount till the release of the respective movie. The making of 400 movies (approx) was being facilitated by the corporation at the time this report was made.

During the Release:

As the censor print of the movie receives the clearance certificate from the Censor Board, the producer(s) makes a certain number of final prints of it for distribution in theaters. On an average, 15 final prints are made for each movie. As per regulations, all arrears including the charge for facilities provided during the making of the movie up to the development of its censor print and the cost for the certain amount of final prints have to be cleared before the release of the movie. The outstanding amount of dues can also be realized in credit during the release of the movie through the submission of a Bank Guarantee in its favor with a minimal validity of 90 days. In the earlier days, these dues could otherwise be realized in credit by keeping the movie or a certain amount of land mortgaged to the corporation or by submitting a postdated cheque or by offering himself or any other producer(s) as the guarantor(s).


Till the 30th of November, 2005 the amount of outstanding dues rose up to BDT 51, 743, 521 (Fifty-one Million Seven Hundred Forty-three Thousand Five Hundred Twenty-one Taka), among which BDT 9, 080, 114 (Nine Million Eighty Thousand One Hundred Fourteen Taka) has so far been realized. At present, an amount of BDT 42, 663, 407 (Forty-two Million Six Hundred Sixty-three Thousand Four Hundred Seven Taka) exists as outstanding dues in favor of 114 (One Hundred Fourteen) movies. Any kind of dues has not been accepted against the released movies since 1/1/05 (January 1, 2005) unless a bank guarantee is submitted in its favor. Thirty-five cases are in trial in different courts at the moment aiming to realize a due amount of BDT 18, 000, 000 (Eighteen Million) with account to thirty movies. 1.08% of the revenue the corporation has earned since its establishment in 1957 now exists as the outstanding dues. Administrative steps are being taken to realize these dues.
